Google has thousands of employees, and the interpretation of the TOS differ. So you can have your Adsense account disabled any time. Better to search for other options.

Decreasing Adsense CTR

My websites had a fairly good Adsense CTR and CPM , but recently the CTR has reduced by 50% and income has also reduced. Apparently advertisers are now getting free clicks on our websites.
